The contours of advanced basic scientific research are changing extremely fast at the global level and the global competition is also increasing day by day. The country needs to effectively respond to this reality in order to be a competitive player in this knowledge era. Apart from keeping the scientific knowledge-base up-to-date, a globally competitive basic research environment is also essential to maintain a healthy innovation eco-system in the country, which is crucial for the country to emerge as a competitive knowledge-economy.
Knowledge and innovation eco-system are matters of long-term national concern, and these require stability in terms of policies arrived through a national consensus.The Government of India has, therefore, decided to set up a Science and Engineering Research Board (SERB), to significantly enhance the level of basic research and also impart the necessary autonomy, flexibility and speed in shaping basic research programmes and delivery of funds to researchers.
SERB will be a high-level empowered Board with necessary administrative and financial autonomy chaired by the Secretary, Department of Science and Technology. On policy matters, it will receive necessary guidance from an Oversight Committee chaired by a scientist of international repute.
