The National Cloud under ‘MeghRaj’ Initiative Launched



In order to utilise and harness the benefits of Cloud Computing, Government of India has embarked upon an ambitious initiative – ‘GI Cloud’ which has been named as ‘MeghRaj’. 
 
The focus of this initiative is to accelerate delivery of e-services in the country while optimizing ICT spending of the Government. This will ensure optimum utilization of the infrastructure and speed up the development and deployment of eGov applications. 
 
The architectural vision of GI Cloud encompasses a set of discrete cloud computing environments spread across multiple locations, built on existing or new (augmented) infrastructure, following a set of common protocols, guidelines and standards issued by the Government of India. 
 
Two Policy reports viz., ‘GI Cloud Strategic Direction Paper’ and ‘GI Cloud Adoption and Implementation Roadmap’ have been prepared by the Department of Electronics & Information Technology (DeitY). The reports are available at: http://deity.gov.in/content/gi-cloud-initiative-meghraj for download.

The National Cloud will help the departments to procure ICT services on demand in the OPEX model rather than investing upfront on the CAPEX. 
 
The Cloud Services available are Infrastructure as a Service (IaaS), Platform as a Service (PaaS), Software as a Service (SaaS) and Storage as a Service (STaaS). 
 
Some of the features of the National Cloud include self service portal, multiple Cloud solutions, secured VPN access and multi location Cloud. NIC is providing Cloud services under the umbrella of ‘MeghRaj’.

Indian Institute of Forest Management



Indian Institute of Forest Management, functioning under the Ministry of Environment and Forests, in consonance with the contemporary requirement, has courses with curricula embracing such diversity of subjects such as Natural Resource Management, Climate change and its effects on the livelihoods, Ecosystem Services, Economic valuation of natural resources such as forests, water and so on.
 
 The courses such as Post Graduate Diploma in Forest Management (PGDFM), Fellow in Program Management (FPM) and the M Phil in Natural Resource Management (MRM) have a blend of subjects which build good analytical and grassroots level assessment potential among the students. 
 
All these courses have good field work components to immerse the students in real time situations at the village level and help them be more practical in their thoughts and actions.
 
 Many institutions may be producing good number of post graduates in specific management subjects annually the IIFM has the distinction of producing young post graduates with environmental assessment, resource accounting and ecological services valuation, Social Impact Assessment calibers.

Keeping in these developments and the recent Corporate Social Responsibility related amendment in the Companies Act the need for young graduates with such varied and relevant potential is going to increase multi-folds.
 
 A situation might arise where in there is huge demand for such young professionals in the society. IIFM is alert to this fact and is contemplating to further enhance the potentials of its products by enriching the pedagogy and field interaction.

Improvement in School Infrastructure since implementation of RTE Act, 2009



The Right of Children to Free and Compulsory Education (RTE) Act, came into force from 1st April 2010. The Act laid down a three year time frame to attain various norms and standards as specified in the Schedule to the RTE Act. The Department of School Education & Literacy, Ministry of Human Resource Development has been documenting the progress made by States and UTs every year since the RTE Act came into force on the basis of DISE data. Recently the Ministry has published RTE: The 3rd Year on the basis of DISE Data 2012-13 with respect to children’s enrolment, teacher availability and infrastructure indicators for each State as well as at the national level. RTE: The 3rd Year has also captured additional indicators on the child centered provisions as well as quality. The publication focuses on the progress made by States and UTs since the enactment of the Act in the last three years. State wise stock taking of various indicators is helpful in analyzing the trends and also for further planning.

All States and UTs have notified the State RTE Rules. Major notifications with regard to setting up systems to implement the RTE Act have also been put in place. All States/UTs have notified their State Academic Authorities and issued notifications with regard to the elementary education cycle of 8 years. Also notifications with regard to no corporal punishment, banning of private tuitions, banning of screening procedure and capitation fees and no board examinations up to the elementary level have been put in place by all the States/ UTs. By 2012-13, 88% of the schools had a School Management Committee as per provisions of the RTE Act. 75% of the members of SMCs are parents of children studying in school and at least 50% of these are women.

Total enrolment in the elementary education have been steadily rising and stands at 13.47 crores at primary and 6.49 crores at upper primary level with girls forming 48% and 49% of the enrolment respectively. There is also a very encouraging trend of the enrolment of SC/ST and Muslim children which is representative of their share in the population.

The pupil teacher ratio at the national level has shown a dramatic improvement. It has come down from 32 in 2009-10 at the elementary level to 27 in 2012-13. 26 States/UTs had also conducted one/more rounds of Teacher Eligibility Test (TET) by September 2012.

School infrastructure has been steadily improving since coming into force of the RTE Act. Number of elementary schools in the country (Government and unaided) stands at 11,53,472. The student-class room ratio is down to 29 students per class room. 95% of the schools have been provided with drinking water facility and coverage of separate girls’ toilets has increased from 59% in 2009-10 to 69% in 2012-13. States/UTs like Chandigarh, Delhi, Daman & Diu, Gujarat, Haryana, Karnataka, Lakshadweep, Punjab, Puducherry etc. have covered all schools with drinking water facility.

The RTE Act also lays down the working hours and instructional hours in schools. Each state has issued its own notification in this regard. 30 States have developed a Continuous Comprehensive Education module and in 26 States, it has been implemented universally in all schools.

E-Content Courseware on Seven Undergraduate Subjects Launched



The Consortium for Educational Communication has taken the lead to encrypt our education into a delivery mechanism that is future ready and it represents the future delivery mechanisms of education in India and worldwide.

CEC, an Inter-University Centre of University Grants Commission (UGC) on electronic media launched e-content courseware on seven subjects viz. Anthropology, English, Hindi, Mathematics, Photography, Environmental Studies and History. E-content on Botany had been launched earlier. The modules are available on CEC’s web portal- www.cec-ugc.nic.in and MHRD portal- www.sakshat.ac.in.

CEC had initiated the production of e-content under the National Mission on Education through ICT (NME-ICT), a plan project of Ministry of Human Resource Development (MHRD), Govt. of India. It develops e-content courseware in various subjects as per the UGC model curricula for undergraduate students in collaboration with its 22 media centres.
 
 This is the digital content which could be transmitted over the computer network world wide and could be accessed over internet anywhere, anytime. These e-content modules are complete courseware which includes the topic video, its objective, full transcript, text, assignment, FAQs, references etc., available in easily downloadable format. Presently, CEC is engaged in developing e content on nearly 90 UG subjects.

Consortium for Educational Communication (CEC) is an Inter-University Centre, established by University Grants Commission (UGC), on 26th May 1993, under section 12(ccc) of its act of 1956.
 
 CEC as an autonomous centre, enjoys Central University status and is a nodal agency at national level, to address the higher education needs of the country through production and dissemination of educational programmes, by the way of the extensive use of ICT tools and various modes of communication such as TV, EduSat network and internet etc. 
 
CEC’s mandate is to engage in the production of curriculum and enrichment based educational material at large and its dissemination, through various ICT modes. It seeks to reach out especially to those remote, less accessible regions where quality educational avenues for the aspiring students are scanty.

SSC to Hold Re-Examination at Identified Centers



Staff Selection Commission conducted Combined Graduate Level Examination 2013 (Tier I) on April 21, 2013 and May 19, 2013. The Tier-II Exam was held on September 29, 2013. There have been reports of use of unfair means at a number of centres identified by investigation agency in Tier I and II.

Keeping in view the sanctity of the Examination, interest of the candidates and the investigation report received from Delhi Police it has been decided by the Government to hold re-examination of Tier-I and II at identified centres from where reports of use of unfair means has been received. The list of these centres will be placed on the Commission’s website (www.ssc.nic.in) shortly. Age relaxation, where required would be permitted to appear for re-examination.
